Since I replaced my fuel pump for $400. should I continue to fix transmission for 1300.00 or trade in my 1998 GMC Sierra 1500 V* ?

Only you can decide. What, specifically, is wrong with your transmission?

$1,700 is much less than the cost of a new or used truck.
