I lived in KCK for 15 years. I watched as my neighborhood go down the toilet with the blessings of the code enforcement. Finally I moved away and rented out my KCK house. As a landlord I kept my property tidy and clean and tried hard to keep decent renters but the lack of cooperation from Code Enforcement in the surrounding neighborhood was an ongoing problem. I called code enforcement many times and turned in several surrounding properties with obvious code violations. Weeks then months later, when nothing appeared to be getting done, I called to follow-up. Code enforcement Dale Sutton explained to me that he was a very busy man and had already visited some of the addresses I turned in but still needed to visit some of the others. This was puzzling to me because all the addresses were duplexes on the same street and next door to each other. Some were even the same duplex, but different sides. I questioned him to try to understand why he would not just handle all the addresses in one sweep; he got defensive, became very rude, and refused to give me any explanations. He advised me if I didn’t like how he did things I should sell. I realized then that my city government had no intention of doing anything about our deteriorating neighborhood. I sold my property and took my rental business elsewhere. It was the best advice I’d ever been given by a city official. Its 3 years later and I’ve driven in the old neighborhood and can’t believe how it has further deteriorated. I now believe this was the plan all along. Poor people have to live somewhere so why not let them concentrate in the eastern section while the city pours all it’s tax money into Western Wyandotte County. It is a segregation plan and it’s working beautifully.
